When does Conversio trigger a receipt in WooCommmerce?

Conversio will only be triggered for orders that are in either “Processing” and/or “Completed” status. So any “Pending” or “On Hold” orders (or orders with other statuses) would not have triggered a Conversio receipt.

You can change this and trigger the receipts on the "On Hold" status by adding this custom script to your (child) theme's functions.php file.
